where do you go for link exchanges?

I really track them down myself. I google my keywords (the competitive ones, not long tail) and find a site with decent pr that is ranking in the 10 to 30 ish position. Then I send off the typical email, " Your site is nice, blah blah, I have linked to it from 2 of my sites and will gladly add 3 more if you link to myspammysite.info.
I don't actually use .info anymore but you get the drift. Sometimes you find small, high pr sites that don't rank well because of on-page factors and you can educate them a little. Offer a little friendly consulting in exchange for a few links!
Have them link to your homepage which should probably look whitehat, or maybe even be a blog. I know somebody will disagree with me, and that's fine. Just trying to throw out a couple of different things.
