Default Increasing shipping charges to avoid eBay fees?

Is it risky to decrease the price and increase shipping charges (example : the item is priced $5 and I pay $2 for the shipping, I price the item at $1 and charge $6 for the shipping) in order to avoid final value fees?
Has anyone got any problem with this technique?

I have seen a lot of Hong Kong/Chinese sellers on eBay doing this, they offer items at $ 1 or $ 2 and shipping is $ 5 or more.
Since they do it all the time and also many of them are powersellers, I think there is no problem with eBay.
Problem might be that the buyer receives your item and sees that you asked $ 6 for shipping while on the package is a $ 2stamp .....

Do you know another method to avoid these fees? Because I'm doing a lot of drop shipping on eBay and their freaking fees are cutting 70% of my profit...
