    Default Paypal refund question!

I recently got scammed and had a chargeback filed to my Paypal account in the amount of $1100. Fortunately I'd closed the bank account and check card linked to my Paypal, so they've no way of pulling funds from ME.

My understanding is that Paypal pays the amount of the chargeback/refund themselves, upfront, and then your money goes to them when they can get it. And if they don't have access to your money, then they say "please resolve your negative account balance", but don't actually do shit to reclaim it. This is exactly what happened to me last fall (for $1900), so I'm not talking out of my ass, here.

I just wanted to make sure that this was still the case, if anyone else has recently experienced the same situation?

This is still the case, but as scams have rose within the past couple of years, PayPal has been more likely to make attempts at retrieving the money or at least gaining more personal information about the debtor.

They may contact your bank to see if they can pull money, or at least gain more information from you. They aren't likely to make a house-visit for such a small amount, but they will send you letters and call you several times.

I wouldn't be worried about it. They call, tell them you just bought the phone they must be trying to call someone who last used that number. They send you letters, well, ignore them. If you have to "sign" for something in the next couple of months, ask the carrier who it is from first or just say "No" if you aren't expecting anything.

It's not kinda what will happen if you are in the USA/CA. If they are unable to get the funds, paypal won't send you any letter nor call you. They will sell your debt to a credit company. Those will call you and send you letters. The problem with those credit recovy agencies is they are abble to create you long terms problem with your credit history. the trick "I just bought this phone" won't work at all with them.

One way to get out of this is if you are from canada and minor (-18yrs old) they are not in law to keep any credit related files on you. If you are in the usa, then you have more problem then eBay mafia stated. It will be a pain to get loan/credit. Here in Canada, after 6 months of letter/call, you will be called to go in court at the stated date. If you don't present yourself, well you are then a fugitive.

Fellas...that's IF they have your social security, correct? I haven't confirmed anything solid with them like my SSN, so how would they really know that I'm the one to be harassed by debt collectors? From what I've read/heard, debt can only be assigned to you if your SSN has been given by you to the company. I'm pretty sure that's why they never put the $1900 on my credit last time and thus why I haven't received any sort of harassment for it. Makes sense to me, since anyone could have just been using my information but not known my SSN. Or I could very well have been using fake information.

My other question is: Does the buyer definitely end up getting their refund/chargeback?

I hadn't put my SSN and I still got debt collector at my home. It's not instant, I mean it takes 3months + before you will hear back from them.

Did you send them your license and other information?

You can fight that, I'm pretty positive. How do they know it's you for sure unless you give them your SSN? That's not right...

With paypal there is no rights. They won't be sure, they assume the info you posted are yours. You had a credit card linked with them. You gave them the autorisation to bill it. With this, it's really easy to find you. It's a good thing to be positive, but don't think you are untouchable. You can always try to fake you didn't post your information and someone registred for you, but I don't know if it will work.

Tell them to fuck off, it works every time. No actual joke. Had a chargeback, and just swore in the comments etc and made about 1500 words, and they were in my favor. You can win chargebacks, just not every time. It also depends on the bank..

Did you fight the charge back? With a payment of $1100 all you need to do is prove it was shipped and signed for with a tracking number and signature confirmation. If you have that and shipped to a confirmed address paypal should release the hold on the funds.
