I have a question on SEO - how effective this tactic: I place the press release (eg Air and Water Inc.) and then make links to it from other sites? Would it help to the main site?

Hiya, any sort of link is going to be beneficial unless it come from obvious link farms or somesuch but you going to need a more targeted approach to really reap the rewards. Sit down and figure out exactly what you trying to achieve with this press release and build links accordingly.
