$1000 per year is a lot, any way you look at it. Also it also depends if the links are nofollow or dofollow..

In my personal opinion, this link probably isn't worth it, but if you want to do some due diligence, you could look into the link campaigns and results of people who have already purchased a link. Put some of the URLs linked from that page into Yahoo! Site Explorer and Google for relatively accurate back link estimates. Compare them to SERPs for each specific keyword.

The page is flooded with links. Have a look at them. They are even linking to Viagra and other crap. I would personally stay away from that page even if it was free.
