I think you need to be a little more detailed in your question. But the first thing I would do I register a company name, build a site for it, find some employees and start promoting on things like DP and BHW as a start. There are lots of people here that need outsourcing.

to be a good seo company you have to rank well for an almost impossible keyword.

Rank for that keyword as number 1, only then people will take you seriously. If you cant rank your own website how do you expect the customers to take you seriously

first of all you need make your website and optimize it .

You also need to have access to a huge network of sites where you can publish your links with out that you have no real chance

1. Know what you are doing
2. Have a good portfolio (optimized websites and rankings they have)

The best thing is to design some demo websites in different niches, and rank high for these websites.

Aim for keywords that has a lot of competition, this will prove to your potential customers that you know what you're doing.
